Historic district of Park slope had higher property values in the district and was able to climb in the fall of the prices in the past few years. today, the municipal Council of Park slope, a community group, conducts a campaign to expand the historic district, which could prevent the kind of real-estate speculation which led to the collapse.

"The district is the center of the district and also has the best housing stock, says Marc Garstein, 64, President of Warren Lewis Realty Associates, an organization that has a focus on the slopes of the Park.

Garstein believes that the advantage of this expansion is that it will prevent further what he calls "bad fit" development projects which have fuelled speculation and real estate bubbles, notably by the destruction of the old buildings to build new residential developments.

Historic district designation limits the amount of new construction in an area protects the facade and the size of buildings of character historique.Le Park civic Watershed Council, who began his attempt to extend limits of slope current Park historic district in 2007 sees expansion as a measure of protection for a district that wants to defend its massive speculation residential property values.

This anti-speculation premise partially confirmed in a report by the independent Office of the city of New York in 2003 budget. The report concludes historic residential property prices increased at lower speeds and then for similar properties outside of the historic districts.

Landmark Preservation Commission (LPC City) will hold a public hearing on October 26 on the proposal and next year the commission should decide on the first stage of the proposal of Park slope. The proposal covers a block of 545 mainly residential buildings City Council considers as on architectural and historically important, a process called "landmarking".

The municipal Council supports landmarking process that will stabilize the values of properties, an issue of broad appeal in the vicinity."Landmarking tends to increase the values of property, because people want to live in areas protected from radical demolition and development," says municipal Council on its Web site.

"Responsibility for the maintenance of the front of your House standard history and knowledge that you do will be subject to an enormous increase in the number of people living in your immediate area, are key factors that are living in a desirable historical" said Michael Cairl, President of the municipal Council of Park slope. He added that height and the majority of residential buildings will be protected under expansion.By limiting the amount of residential space in the buildings, the value of residential properties is more against the perils of excessive construction.

Simeon Bankoff, Executive Director of the historic districts, which advocates the protection of the historical districts of the city of New York non-profit Board believes that the expansion of the historic district also offer protection against price speculation. ""People can not shoot down buildings to create new developments," said Bankoff.

The non-profit, Fifth Avenue Committee which provides housing to low-income, supports expansion .the ' organization made despite the need for renovation work will be required if their buildings are designated in the historic district.Fifth Avenue Committee manages and owns a dozen properties for low-income families in paying the Park.

"At times, there are charges more attached to the requirements, but there are certainly available programs to cover the costs associated with the renovation of historic property standards, said Michelle la Uz, Director Executive of the Fifth Avenue Committee."

City Council provides that renovation and limits for the facades of the buildings will be a main topic of discussion with companies paying the parc.La step, currently in review by the LPC is essentially composed of buildings résidentiels.Cependant, expansion is a long-term project and stages include streets with various companies. ""When you arrive in commercial property is a different debate", says Cairl .c ' is that business owners are sensitive to the what external treatments, they may do so in their stores.

If the LPC approves the expansion of the historic district of Park slope, new buildings fall under their external surveillance.altérations will be subject to a licensing process by LPC and batiments.Du Department now these modifications shall only be approved by the Department of buildings.

The Chamber of commerce Park Slope has yet to discuss and take a side to support or against the global expansion of headquarters historique.Le Park Slope Fifth Avenue Business Improvement District has also yet to take an official position on the draft.

Garstein, real estate, said officer believes that historic designation will protect the neighbourhood of developers and property values will increase at a rate stable at long terme.Mais speculation, he will be completely eliminated. "If you have money, "he said:"you can speculate regardless of the price.""
